ENTERING THE BUILDING

Students may not enter the building during recess without permission from a teacher on duty or the classroom teacher.

When the bell rings, each student will proceed quickly and quietly to the classroom.

Students may not enter classrooms unless a teacher is present.

Students can help keep the building clean by wiping their feet on the mats in front of the doors.

          School Board meetings are the 2nd Monday of each month at 7 pm.. Everyone is invited. If you want to be on the agenda, notify the district clerk and file an application by the First Thursday of the month. These community volunteers make difficult decisions and would welcome your attendance and participation at these monthly meetings.

* PTA general meetings will be held on the second Thursday of each month at the elementary school
   (times to be announced.)
* PTA plans several interesting events during the school year.
* Childcare is provided free of charge.

       Teacher appreciation is in May. The PTA always arranges something nice to express our appreciation to our excellent teachers and staff. If you would like to help or be a part of PTA, please call the school.

DISCIPLINE
Discipline is the process of training a child so acceptable characteristics, traits and habits can be developed. At Council Elementary, we will discipline with dignity and courtesy. Parents and students are an integral part of our discipline plan. By having a consistent discipline policy, the goal of educating children can be most efficiently reached.

Idaho Code establishes in section 33-1224 the teacher's right to control students as follows:

"Powers and duties of teachers. - In the absence of any statute or rule or regulation of the Board of Trustees, any teacher employed by a school district shall have the right to direct how and when each pupil shall attend to his appropriate duties, and the manner in which a pupil shall demean himself while in attendance at the school. It is the duty of a teacher to carry out the rules and regulations of the Board of Trustees in controlling and maintaining discipline, and a teacher shall have the power to adopt any reasonable rule or regulation to control and maintain discipline in, and otherwise govern, the classroom, not inconsistent with any statute or rule or regulation of the Board of Trustees."

WE BELIEVE:


* that teachers have the right to teach and students have the right to an excellent learning environment.

* that parents and teachers should maintain open communication, mutual support, and constructive involvement.

* that parents have a responsibility to teach their children basic rules of decency.
* that all students are required to behave in a positive manner.
* that all students will attain a level of self-discipline that is motivated from within the student.

NO STUDENT SHALL INTERFERE IN THE INSTRUCTIONAL PROCESS, EITHER BY INTERFERING WITH ANOTHER STUDENT'S RIGHT TO LEARN OR BY PREVENTING A TEACHER FROM DOING HIS/HER JOB.

COUNCIL ELEMENTARY DISCIPLINE PLAN

      Council Elementary has adopted six student rules. These rules will be memorized by all students and will express the clear expectations for behavior on the playground, in the classroom and the lunchroom. The Council Elementary rules state:
  1. I will follow directions.
  2. I will keep hands, feet, and objects to myself.
  3. I will respect everyone. That means no fighting, name calling or teasing.
  4. I will not encourage bullying. That means fighting, name calling or teasing.
  5. I will talk quietly when i'm suppose to and listen when others are talking.
  6. I will be prepared to learn. that means have all my materials and myself ready.

Consequences for breaking rules:

First Offense:(any rule)      Verbal warning, loss of 1 recess, note to parent

Second Offense: (any rule)     Loss of recess for 1 day, conference with teacher,
                                                Parent contacted by phone (if possible), by note (if not)

Third Offense: (any rule)     Loss of recess for 1 day, Detention, conference with teacher,
                                              principal, parent, and student at earliest opportunity
                                             (rules and consequences reviewed at this meeting)

Detention- will be served from 3:15-3:45 pm after notification to parents Students receiving more than three detentions will be subject to further conferences, possible suspension, and probably an individual behavior plan.

Serious Offenses: hitting, vulgarity, profanity, defiance and or insubordination to an adult, intimidation of other students, sexual harassment. Parents and the principal will be involved in the consequence.

NOTE: ANY STUDENT THAT HITS WITH THE INTENTION OF PHYSICAL HARM WILL AUTOMATICALLY SERVE OUT OF SCHOOL SUSPENSION EFFECTIVE AS SOON AS PARENTS CAN BE NOTIFIED. NO EXCEPTIONS.

DEFINITION OF SUSPENSION: Principals are empowered to suspend students up to five days. The student is removed from the school building (except "in-school" suspension) for the specified time period. Suspension is usually associated with behavior that is deemed detrimental to the health and welfare of the offender or other students, or behavior that interferes with the opportunity for others to learn. Students have the right to an informal hearing before being suspended.

          A second level of discipline includes offenses addressed by statute. These are primarily criminal offenses and there is little latitude in dealing with these matters. They include, but are not limited to:

          1.) Intentional malicious actions leading to harm or injury to another person or property.
                 (example: hitting someone with a rock or stick, poking someone with a needle)
          2.) Using, selling or possessing any harmful substances or materials such as: drugs, alcohol, tobacco, pornographic  materials, guns, knives, matches, firecrackers, bullets, etc.

First Offense:          Parent notification, student suspended pending school board action

Second Offense:        Student suspended, expulsion for the remainder of the school year may
                                    follow(See School Board Policy 4.19)

DRESS CODE

The Council District School Board Policy states that "students are expected to dress and groom themselves neatly in clothes that are suitable for school activities." It has been the practice at Council that students may wear shorts during the months of May and September. It is the position of our school that clothing will not become an issue and therefore we are sending home the guidelines which are to be followed for a successful year.

Shorts, if worn, shall be neat and appropriate(no cut-offs). They must be within 3 to 4 inches of the knee in length.

No tank tops, mesh (see through) materials, or tops leaving the belly exposed will be permitted. Boys are not to wear shirts without sleeves. These kinds of clothing are play clothes and are inappropriate for the school setting.

Ball caps may be worn at recess but will be removed as students enter the school building.

SCHOOL COMMUNITY RELATIONS

ARRIVING AT SCHOOL

If a student walks to school he/she may not arrive before 8:00, unless special arrangements have been made. Students arriving after 9:00 A.M. must be signed into school by the parent. Once a student arrives at school, he/she must stay at school unless parents give written permission to leave.

On cold and rainy days, the multi-purpose room will be open. There are two rules in the MPR, and they are to sit down and talk quietly.


BEING DISMISSED

          *Children who walk home from school must walk directly home and obey the safety patrols.
           **Children are not allowed to play outside on the playground, before going home or to go to the high school to catch the bus. For safety reasons, we ask the children to leave the playground area. There is no supervision after school.
          *Kindergarten students should be met by parents at the east end of the elementary school building unless they are riding the bus. Students must signal the teacher before leaving with the parent. Students must bring a note if they are to be released into the custody of anyone other than the parents or anytime there is a change in the person who is to pick up the child.

LEAVING SCHOOL

Students who leave the campus may leave ONLY after parents or an authorized person comes to the school office and signs them out.

Students planning to go to a friends' or relatives' home (different than the daily routine) need to bring a note to the teacher and/or the bus driver (when a bus is involved). Parents should also notify the office by phone when possible.

Students returning from a dentist or doctor's appointment must be signed back into school by the parent or authorized person.

If a student is moving to another school, parents are required to come to the school to check that student out before leaving the community.

If a student moves to a new location in the district, parents are requested to come in or call the school office with the change of address.

ATTENDANCE POLICY

The Council School District general student attendance policy states that students in grades 1-6 who do not attend school 90% or more during the school year will have their progress and promotion status reviewed by an attendance committee which will consist of the student's teacher, parent(s), and the school principal.

Elementary students who miss more than 18 days for the school year will have a progress/promotion recommendation made by the attendance review committee. The elementary committee will consider; (1) Reasons for the absences; (2) The amount of work which the student made up; (3) The student's attendance pattern in previous years; (4) Student's grades during the current and previous years; (5) Maturity level of the student and his/her readiness to be successful in the next grade level.

Recommendations of the Elementary Attendance Review Committee are to be noted on the report card of the student for that year.

ABSENCES
If a student is absent, A PARENT SHOULD CALL THE SCHOOL AT 253-4223 to notify the school of the absence and the reason for the absence.

TARDINESS
Late arrivals are very disruptive to classes already in session. Students are asked to be aware of class starting times and to be prompt. Students who are tardy repeatedly (4 or more times) will be referred to the principal. The principal will contact the parents to determine the necessary measures to correct the situation. Students who are tardy more than 6 times will lose morning recess for that day. A parent conference will be requested.

ANNOUNCEMENTS
All announcements and notices from the school will bear the Council Elementary Stamp of Approval. If it doesn't have the L'il Lumberjack on it, it has not been approved by the school.

CONFERENCES

The staff of our school wants to keep in touch with parents and we often call home to talk about how the child is getting along in school. If you have concerns, feel free to call us at 253-4223. We won't promise to agree with you, but we will listen and be fair.

We have special times, twice a year, to conference with each parent. These conferences will be held at the end of the first and third nine weeks. (see calendar in front of book) In addition, this year we will begin the school year with a parent/student/teacher conference.

Teachers usually send out mid-term slips to inform the parent how the student is progressing at the middle of the nine-week period.

Field Trips

Students must ride the school provided transportation to the field trip, but may ride home with parents with written permission from the parents to the teacher.

NOTE: A student may only be released to a parent or guardian while on a field trip. Students will not be released to any other person. NO EXCEPTIONS.


HOW TO MAKE THE SYSTEM WORK

          Many problems can be solved by talking them over with the person most directly involved. If you feel that you or your child has been treated wrongfully, you should make an appointment with that person to discuss the problem.

          If the problem cannot be solved in this discussion, you should talk to the principal. The principal will talk to the staff member and may ask you to meet with the staff member while the principal is present.

          If this meeting and further investigation by the principal do not resolve the problem, submit your complaint in writing to the superintendent. The superintendent will let you know his decision within a reasonable amount of time or refer your complaint to the school board for a hearing.

          If you feel the superintendent has not helped, you may ask for an audience with the school board at the next meeting by filing an application at the district office.

          In order to be placed on the agenda, you must fill out a request form obtained from Cathy Lakey, District Clerk, by the Wednesday before the scheduled meeting.

LOCKERS AND DESKS

Lockers and desks may be searched by teachers and administration at any time.

LUNCH/BREAKFAST

          Lunches cost $1.65 per day for elementary students. Parents wishing to pay for two weeks ahead may pay $16.50 or pay $33.00 for four weeks. Parents may pay ahead for any number of days, weeks or months. Some parents prefer to pay for the semester or year.

          Jr./Sr. high school lunches cost $1.75 per day and may be purchased ahead for two weeks for $17.50 or four weeks for $35.00. Parents may pay ahead for any number of days, weeks, or months.

          Under the pre-pay plan, students will be given a written notice when there are three meals left in their account, then two, and then one. This gives students three days in which to get the notice home and bring a meal payment in to the school. No charges will be permitted.

          Breakfasts cost $1.10 per day for elementary and Jr./Sr. high school students. Breakfast is served from 8 a.m. to 8:30
            a.m.

          Meals may be paid for in the elementary school office.

          Parents may eat lunch for $2.50.

          All students have the option of bringing a lunch from home. Milk is available for $.25 per carton. Milk tickets may be
            purchased for any number of cartons desired.

EATING IN THE LUNCHROOM: The cooks at Council Elementary School prepare very good lunches. We like to have our students try a little of all the food. If you don't like something, tell the cooks "No, thank you." Please avoid taking food you know that you will throw away. We expect normal manners and common courtesy at all times in school, but especially in the lunchroom.


MEDICINE, VIATAMINS AT SCHOOL

          Students will have to bring medications to school from time to time. when this is necessary, the following procedures are required;

**ANY OR ALL medications, vitamins, and pills of any kind will be kept only in the principal's office unless other arrangements are made with the principal.

**a note must accompany the medicine stating the contents, the dosage and instructions for administration.

**these steps will enable the school to react properly in the case of an emergency situation.

NOTE: neither students nor teachers will keep prescription or non-prescription medications, vitamins or pills of any kind in their desk or pocket!!!


PARENTS COMING TO SCHOOL

          Parents are welcome at Council Elementary. We invite you to come and eat lunch with your child or visit your child's classroom for a special lesson sometime.
          Prudence requires that the office be aware of all people on the premises. Therefore, it is necessary that parents check in at the office before going to any classroom or to visit with any teacher.
           Teachers must not be interrupted during class time. Please call the office to make an appointment. Teachers are usually available between 3:30 - 4:00 p.m.. Thank You!

REPORT CARDS

Report cards to parents are prepared at the end of every nine weeks. These report cards were designed by a group of parents and teachers who have tried to find a way to give the important information to parents in a way that would be clear. Parents are always encouraged to talk to the teacher at any time during the year.

SCHOOL RECORDS

There are three kinds of school records. Parents have the right to see any records kept. Parents may challenge anything in their child's school record, but the challenge must be made before the student's records are transferred to another school.

1. Student progress records include grades earned, attendance records, health records and test scores. These are called
     "Cumulative" records.
2. Student behavioral records include any written information on student behavior, records of conversations, personality
     evaluations, psychological tests, or I.Q. tests. Students who receive special education services will have this kind
     of record.
3. Records involving discipline are kept in the principal's office.


TELEPHONE USE

Student use of telephones will be strictly limited to emergency and "very important" situations. Students will be given a green slip by their teacher which allows them to use the telephone in the office. Conversely, please limit calling from home to leave messages for students at school to emergency or unavoidable situations.

THINGS NOT TO BRING TO SCHOOL

There are some things which you must NOT bring to school because they are dangerous to you and to others. There are other things which interfere with the rights of others to learn or they may be expensive and pose a risk of damage or loss. Some of these are:
          Hard balls, matches, cigarettes, snoose, pills and medicine*, pets, radios, stereos, skate boards, pocket knives, toys and electronic games**.

ANY ITEMS BROUGHT TO SCHOOL IN VIOLATION OF THIS RULE WILL BE CONFISCATED.

* Prescription medicines may be kept in the school office and administered by the principal, secretary, or appointed teacher.

** Sometimes a teacher may give special permission to bring pets or games on certain days for "Show and Tell". Check with the teacher if there is a question.

VEHICLES ON THE PLAYGROUND AREA

Vehicles are STRICTLY PROHIBITED from driving on or through the playground area. Please, for the safety of our children, do not drive onto the playground during the school day (even rainy days).
When picking up children, avoid parking in such a manner that you must back up. Backing up is the MOST DANGEROUS thing you can do in our parking lot. Every year, many children are hurt in school parking lots. Help us by being a safe driver and teaching your children not to run through the lot and between cars. Students should also walk their bikes until out of the parking lot.

VISITORS

          Friends and visiting relatives may not attend classes with students. They are welcome to come and eat lunch with students but may not be on the playground (for insurance reasons) with their friends at recess.
